My B3 BiTurbo is apparently not exempt according to TfL.

But if you have the V5 modified with the emissions and own certification from Alpina, is that not going to change the taxation class so then based on emissions rather than the general PLG rate?

Manchester’s zone has been suspended for now under review, but it only applies for commercial diesel vehicles I’m told.

The V5 is not modified - instead you simply apply for exemption in each zone you want to, with proof of NOx emissions from the manufacturer. This is then logged against your numberplate so that when the ANPR pings your car, the computer says "ok".

As for taxation class, that is based on CO2 emissions and the letter from Alpina only has NOx emissions - so fear not on that front

Just to update, I heard back from them yesterday with the answer I wanted, replied immediately with the relevant documents they need and am now waiting for said official letter and an invoice for about 70 euros - everything is moving again in the right direction :D

Copy of vehicle registration document (V5C)
Vehicle Manufacturers Conformity Certificate
Letter signed by a named individual from the vehicle manufacturer's homologation department showing the:
- Number plate (Vehicle Registration Mark)
- Vehicle Identification Number (VIN)
- Euro standard the vehicle was manufactured to - fuel type
- Nitrogen oxides (NOx) value and particulate matter (PM) value (if diesel)

No problem!

They will want your full WAP... VIN to be able to do this.

In my case, I first asked them to confirm the emissions level for NOx for my car. Then, when they confirmed it was below 0.08 g/km, I informed them that I wished to purchase an "emissions confirmation" letter. They then came back and asked for "proof of ownership" which, here in the UK, means a copy of the V5 as we don't do proof of ownership over here, as well as full postal/delivery address for the letter and invoice.

I have yet to see my letter (complete with Alpina letter heading) but I presume that it will be specific to my car/VIN which should, in turn, satisfy TfL in terms of any manufacturer-based confirmations that they need.

All very interesting and well done to JamieHill for demonstrating this can be done, I got caught out in Putney earlier this year by venturing about 100yds north of the main South circular road :x

Just contacted Alpina to get my NOx certificate!

Invoice received by email within 48 hrs of providing details - paid immediately (€73.03) - now waiting for my letter.

Let's hope the exemption process with TfL and Bristol City Council is as straightforward.

But why can't there be a single place to apply for all the UK Clean Air Zones?

Glad and good news for the people who have received their emission confirmation - great result :)

Well, Khan will be extending the zone even though it is said most cars in and that enter the zone are exempt. As usual, consultations are just a process they need to have with us to make it look fair and that they have listened. Oh well, we voted Khan in (not me because I don't rate him but London as a whole) and at the end of the day that's democracy.

I do not mind paying for the emission certificate but is it fair that we (as ALPINA owners) have to pay and others don't, and that we have to contact each zone separately to update our details?

I now have a dilemma pay for the emission certificates for both of my cars or buy something older than 40 years of age like this

One trip in one of those and you'll be paying the money for an emissions confirmation! 🤣🤣🤣

Seriously though, I completely agree that it's a pain having to go through the process for each zone separately but it's fairly straightforward, online and at zero cost apart from a one-off payment of £60 for the confirmation. After that, there are no further costs and after 6 trips into any of the zones for which you are registered, then you are saving money. Remember that this is a one-off registration that is not time-limited - not an annual thing.

The question, therefore, is how many times are you likely to enter any of the zones during the lifetime of your ownership - then you can do the maths. In my case, I am likely to do 8-10 trips a year into Bristol and London, so it's definitely worth the effort as it will pay for itself in about 9 months.

Agreed, yes I did the maths previously and was aware of it being one-off registration per zone, but good to highlight for those who didn't know or were unsure :)

The current ULEZ is awkward for me but I find it easy to avoid. As I will drive my Golf into the zone. The extension means, I will be living in the zone and hence it is now a no-brainer for me to purchase the emission confirmation.

I am currently thinking about what I will do with my Skoda 1.9TDI which I paid £50 for, the MPG is phenomenal, and has passed every MOT in my ownership. I was planning on keeping it until I ran it into the ground or it needed work :lol:

Also Bristol starts their low-emission zone tomorrow

Can you please confirm the emissions level for NOx for my vehicles by email? I require it urgently because I know my vehicles are below a threshold amount but Transport for London have issued a fine of hundreds of pounds because they do not know the NOx levels as it is not disclosed in the V5C which I attach – item V.3. It is the UK equivalent of proof of ownership

I would like to also purchase an emissions confirmation letter and can pay immediately but would need those letters sent to me by PDF urgently and by post so I can provide the evidence to Transport for London to eliminate the penalty as I have a time limit

I just read the appeal documentation. This situation is not listed as grounds for an appeal therefore good luck.

Rav - others have asked a similar question in other discussions, so hopefully this will clarify:
To be exempt from the ULEZ the critical point is that NOx emissions need to be below 0.08 for both petrol and diesel cars. For convenience this is easiest to check by the Euro rating, but there are some earlier cars which whilst only classified as Euro3 for example because that was the current standard when it was new, they could actually have a NOx value which would comply with the Euro6 test.
For your B3 this is the case as you have 0.06 reading although Euro3 was the standard when your car was new.
