I think most wheels will, even new ones due to imperfections in the tyre. The wheels and tyres are precision made but when spun at x rpm a small imbalance is easily found. Think about the wheel valve, that will put a wheel out of true for starters, not by much granted but enough to warrant weights to counteract it at speed.
