How to transport a classic car

I saw this today while i was visiting a friend, the police had pulled them off the main road (duel carrigeway) for obvious reasons!!!!!
just look at the state of the towing car, the parts not even fastend down, and when the recovery driver drove the car on to the wagon the engine was rattleing its pan out as though it had no oil in it and was about to spit a piston out.

i wonder if he planned to rebuild this mini or was taking it all to be weighed in along with the focus
